Low-carbon tourism, inexorable trend of today's tourism industry, is a new tourism form occurred in the big background of low-carbon economy. It is also an important method and ultimate goal to realize the sustainable development of tourism industry. Low-carbon tourism, a new slogan put forward by the human beings to protect the earth and a kind of tourism reducing the carbon, is the embodiment for the humans to pursue the health life and to protect the environment. Against the background of low-carbon economy sweeping across the globe, low-carbon orientation is definitely the development direction for tourism spots. The low-carbon orientation of tourism spots mainly represents the enhancement of availability factor of energy, the optimization of energy structure, and the rationalization of tourists' consumption behavior.The dissertation can be divided into six chapters:the first chapter has retrospected the research background, significance, goal, content, method and train of thought of this paper, it also has reviewed the research progress f related to low-carbon tourism and the low-carbon development of tourism spots both domestic and abroad. The second chapter summarizes the concepts of low-carbon tourism, and sums up relative theories and methods of low-carbon tourism in a comprehensive and systematic manner. The third chapter, on the basis of analyzing the necessarities and dynamics mechanism of low-carbon development for tourism spots, explores and deliberates its development methods and models in an in-depth way. The fourth chapter explores the choosing principles, methods and foundations of low-carbon development evaluation indices for tourism spots, and constructs the corresponding system. At last, it assesses various sections and calculates the most influencing index with the maths method. The fifth chapter, combined with a specific example, makes a study of low-carbon development of Jiangxinzhou's tourism, and put forward concrete measures pertinent to some problems existed in the current status. The last chapter summarizes the major conclusions of this dissertation and looks into the distance of the future for tourism spots during the process of low-carbon development.The results of this research are as follows:first, the low-carbon development level of tourism spots are influenced by several factors, namely, tourism activities, operation management and environment influences. Secondly, the low-carbon development of tourism spots includes government, tourism spots and tourists as participating subjects, affecting and influencing each other. Thirdly, the inedx weight of the low-carbon development of tourism spots orders from high to low is:tourism activities, operation management and environment influences. Finally, the low-carbon development of tourism spots can be separated into five phases as origin, initial, growth, mature and senior.Jianxinzhou, in the development phase of weak low-carbon tourism spots, mainly exists several problems:the designs of tourism spots lack overall plans, the tourism products are not coordinated; tourists are short of the awareness of low-carbon tourism; the low-carbon degree of means of communications, primarily private cars, is low. On the basis of the evaluation results, the suggestions of low-carbon tourism development for Jiangxinzhou can be concluded as follows: formulating scientific and rational plans to create ecological benefits; perfecting low-carbon tourism laws to decrease the energy consumption; strengthening governmental programming to promote the overall low-carbon construction; controlling ecological capacity to realize the long-term goal of low-carbon development; encouraging tourists with low-carbon integrals to enhance the awareness of environmental protection of tourists themselves; establishing representative areas to speed up the low-carbon standard formulation of tourism spots.
