On Construction Of The Transitional Mode Of Endowment Insurance For Rural Migrant Workers

Since 2000, various provinces and cities have began to explore the old-age insurance system for rural migrant workers, a dynamic establishment of the system has also been developed in these places. Making a general observation of the practice in each province and city, we can find, due to the differences existing in these places'systems, rural migrant workers'endowment insurance concerns can't be transferred. So setting up a pension insurance pattern becomes the only choice. However, in the process of promoting urbanization and industrialization under the national dual economy system, rural migrant workers are a transitional special group. The transitional trait they have decides that we should establish a transitional mode of endowment insurance for them. Establishing the unified social security system should be the ultimate goal in our exploring solutions to problems social security system. But, now, owing to the objective condition limit in our financial resources and related policy, the ultimate goal can't be established. Therefore, we can treat this arrangement of establishing the unified social security system as a long-term objective, and it is obviously essential for us to take the multi-system as a transitional arrangement, namely" Unification objective, Multiplication transition".The whole article consists of six chapters. The first chapter is the introduction, which mainly introduces the background and significance of selecting the topic, the thinking of study, the methods and the innovation of this paper. The second chapter is part of the literature review of the rural migrant workers and their old-age insurance research. It mainly introduces the development process of the group of these workers, and then illustrates their basic traits in gender, age, educational level and occupation. At the last of this chapter, we have a comparative analysis on the present practice in each province and city.Chapter three and four are the focus of this article. The third chapter discusses the concrete construction of the transition mode of endowment insurance for rural migrant workers, mainly discussing the basic principles and ideas. Chapter four is the innovation of this paper. In this chapter, we construct the actuarial balance model, and have a predictive analysis for it. Therefore, we can clearly see the pensions gap between the urban workers and rural migrant workers in the established wage levels and the contribution rate, as well as how to reduce this gap. In chapter five, it is suggested that we should combine the there main dimensions of forces from the construction of system, the government responsibility and the socail force. That is, on the one hand, making a breakthrough for labor resources configuration, and on the other hand, trying our efforts to protect their rights and improve endowment insurance of rural migrant workers. The last chapter is the conclusion of this article. In this part, we extracte some main conclusions from this paper, and illustrate the areas for impoverment, at the same time, it indicates the direction of further research of this study.
