The private manufacturing industry is an important component in Chinese private economy; it also plays a key role in Chinese economic development. But the problem of human resource management, especially lacking of effectiveness and target-oriented management to the salesmen's performance management had already restricted its own survival and the development. Therefore, using the modern management theory and establishing the effective performance management system, for realizing the characteristic and demand of salesmen, is the key of continually increasing achievements level to salesmen. First, the paper summarizes domestic and international theories, including the origin and meaning of organizational commitment. During the research, the paper gives a brief review of connections between organizational commitment and performance management. Base on the review, this paper discovered that salesmen in private manufacturing industry have following characteristic: high pressure, the staff youth oriented, the sense of belonging is low, fights single-handedly as well as has the profession limit and so on. Under the new industry and trade combination pattern, the salesmen's work content and the way presented the change, they contact with different kinds of customer. The problems in performance management, which restrained the growth of the business faster, are as following: The human resources management non-specialization, the deficient standard management, lacking the consummation the salary system, training relative backwardness, to neglect staff's long-term development and so on. Proposed in view of these questions, based on the organization commitment theory, this paper gives several measurements to the private manufacturing industry salesmen performance management: strengthens the communication, all-staff management; establish the standardized management; emphasizes the influence of the ideal, enterprise and culture; makes good use of the material means of incentive. Finally, take the above theory and the actual research as the foundation, has made the corresponding analysis to the F shoes material company marketing personnel achievements management system present situation, proposed the corresponding improvement program.
