With the accelerated pace of urbanization in China, the urban population is in rapid expansion and the scale is enlarging gradually. The method of planning,constructiving and managing the city scientifically and rationally has become a important issue for the public administrator.In recent years, some adjacent cities with the same culture and history and the related industrial structure have started to develop hand in hand for the synchronization. In the meanwhile, some negative factors , such as the objective existence of the administrative districts barriers,irrational city management system and cutthroat competition inside the field, have affected the cooperation and interaction between the local governments, and hinder the pace of cities synchronization.Therefore, based on the research of basic theory of cities synchronization, the paper will discuss how to stir up the local government's behavior, the reform of city management's system and the administrative divisions, as to constructive the systems and mechanisms adapted to the regional economic and social development for the cities synchronization of cross-strait of Jinjiang River in Quanzhou. The research is in the basic perspectives of city management system and the empirical model of cities synchronization of cross-strait of Jinjiang River in Quanzhou, with some basic methods including comparative research, SWOT analysis and the combined analysis of quantitative and qualitative.The basic characteristics of cities synchronization are obvious: resource integration, complementary functions, planning, constructing and managing as a whole, market and benefit sharing, and the co-prosperity. The cities synchronization of cross-strait of Jinjiang River in Quanzhou is a strategic mode with some coordination and unity institutional mechanisms which contains the economic development, urban construction and governmental management. This area that refers to several districts within the scope of the city and town will break administrative division limit and local protectionism, in order to make the city bigger and stronger in Quanzhou.The conclusion of this paper is: First, compared with the mature cases of cities synchronization in China such as Shen-Fu and Guang-Fo, the cities synchronization of cross-strait of Jinjiang River in Quanzhou possesses the common basic characteristics as well as its own developmental characteristics. Second, the mode is meaningful for the urban management and development, for it can make Quanzhou breakthrough administrative division limit, optimize industrial structure, promote the urban planning, construction and management, so as to improve the urban competitiveness and regional influence. Third, the development mode contains advantages and disadvantages, opportunities and challenges, so it is important to play advantage and overcome the disadvantage, take advantage of the opportunity and avoid threat for the scientific development. Finally, only if the local government acted as "coordinator", "facilitator" and "reformers" successfully, the process of the cities synchronization will be vigorously promoted.
