As the pillar industry in national economy,construction industry concerns both the development of national economy and the livelihood of the people. Known for its high energy consumption,the construction industry accounts for great proportion of the social total energy consumption especially during the progress of usage. The construction industry has huge potential and space of energy conservation. The energy conservation relates the sustainable development of national economy,simultaneously it is the important duty that we undertake to the world. In the event that science and technology plays more and more significant role, the study on contribute rate of technology progress can enrich the existing theoretical system. On the other hand,the index can be used for evaluating construction industry and setting down development strategy.It also has an important point of reference and guidance to macroeconomic management.The article reviews the present condition of foreign and domestic researches on the related theory. On the basis of that,the article analyses the merits and drawbacks ,limitations and range of application of mathematical model. In combination with actual conditions of building energy-saving and its technology progress in our country,the paper determines Solow residual method to measure the contribute rate of technology progress. Different from traditional method to ascertain outputs in GDP, the article takes the amount of energy savings as outputs:coal equivalent. The data is got through the investigation and kinds of statistical yearbooks. Taking Jiangsu Province as example, the paper utilizes the Solow model to measure the contribute rate in order to make quantitative and empirical analysis on the effect of technology progress. Finally the study offers suggestion to advance contribute rate of technology progress in accordance with its problems in four respects,such as technological input,fund input,labour input and innovative ability.
