Since the reform and opening up, based on"Two Situations"strategic advocated by DENG Xiao-ping in the 80s, China's implementation of the regional economic development strategy has achieved remarkable results. Nowadays, compared with eastern regions in China, the economic strength and development central regions of China lagged behind. And the gap, which is significant, is increasing as the time goes. There are many reasons for this phenomenon. Some scholars hold that the phenomenon is mainly due to the eastern regional technological innovation ability, and believe that the fundamental driving force of regional economic development is technological innovation. However, the technological innovation system is an open system, if a region's technological innovation cannot be effectively transformed, even if the region enjoys a better technical innovation resource, the region lacks of efficiency of technological innovation, and the region's economic growth will be inhibited. Therefore, the research of central China regional innovation performance has a great influence on building harmonious society and harmonious economic development.Based on panel data of high-tech industrial enterprises in 6 provinces in central China during 2004-2008,this paper measures the change in its total factor productivity and its decomposition using DEA-Tobit method, while measures the technical efficiency of the various regions of scale, and the situation of input redundancy, relaxation and output. It also analyzes the relevant factors impacting total factor productivity and its decomposition. The result of analyzing the date using DEA method reveals that: Hubei province is technical efficient but not scale efficient, and the scale returns is decreasing. Shanxi Province is technical efficient but not scale efficient, but its scale returns is increasing. Jiangxi province, Henan province and Hunan province enjoy technical inefficiencies, because of their technical efficient and scale efficient. Besides, Anhui province is not only technical efficiency, but also scale efficiency. Also, the result reveals that: in central China regions, R&D personnel, study effect, degree of market competition have a positive influence on total factor productivity and its decomposition, but technology transfer and innovation opportunity of industries have an appositive influence on total factor productivity and its decomposition, other factors have influence on total factor productivity in different levels.
