Human resource administration (HR & HRA) is playing a more and more important part inthe process of market competition of state owned enterprises (SOEs), at the confrontationof tougher competition and challenge and in the context of economic globalization andmarket integration. As one of its key functions, performance assessment (PA) has turnedinto an issue both critical and difficult to the HRA implementation of SOEs. Centeringaround HUMAN, the core element for strategic objective of an enterprise, unless anoperational system of HR being built with harmonic function, a set of working concept ofHR being updated on its administration, a team of HRA being trained towards high quality,promotion of HRA system innovation will not be able to carried out.Therefore, PA imposes a direct impact to the attainment of operational objectives, thedevelopment and even life and death of the enterprises in the fiercely competitive market.And to implement PA, the essence would be to aim at strategic objective realization. In thissense, a series of methods of empirical research, comparative research, statistical analysis,logical analysis, etc. have been adopted in the practice of T Coke Plant, and summarizedgenerally the principle and theories concerned of its PA and balanced scorecard (BSC).Having studied the features and existing problems of the coke plant on its PAcomprehensively, the root causes were reviewed. With beneficial trial and research to theapplication of PA theory in the practice of the coke plant, measures of restructure andproposals of implementation applicable to the PA work of SOEs were suggested. Ondeliberate discussion of the status prior to PA innovation, all have been analyzed fromproblems at that time, shortages of the employees and PA, to the necessity of PA innovation.While on discussion of restructure of PA solution, focus has been put on PA program, theadvantages and outcomes after restructure, and some consideration on its furtherimprovement. Application of new PA solution with BSC in the plant and other companieswas presented.
