The kind of good corporate culture was a beacon of the enterprise in smooth transition and development. The State Grid took the construction of corporate culture as a key strategy to be implemented since its inception. And it had built a "unified" corporate culture system. However, on the upcoming program as a full member of the State Grid, the construction of corporate culture in Da Tonghu Power Company was still in its infancy. With respect to the advanced corporate culture in the State Grid, there remained some problems. First, the image level culture had not yet completely finished the harmonization of standards. Second, the management level culture lacked a deep understanding of the construction of corporate culture. Third, the spiritual level culture was not yet formed a complete value system and planning programs. The reasons for these problems were as followed.(1) Da Tonghu Power Company and the State Grid belong to two different stakeholders, there were many differences in business philosophy, strategic goals, core values, and production and operations management and so on. They made the two hard to fully be integrated.(2) The construction of corporate culture in the State Grid came earlier than Da Tonghu Power Company, this development process asynchronous made the latter one far more behind the former one.(3) The foundation of the construction of corporate culture in Da Tonghu Power Company was weak, it was often unable to cope with the huge investment in infrastructure, and thus the speed of equipment replacement and upgrade was slowed down, and the standardized construction of corporate culture was lagged behind.This paper proposed a two-step strategy to solve these problems. The first step was the completion of corporate culture integration between Da Tonghu Power Company and the Grid State, which focused on the corporate culture integration and construction the images level culture, the management level culture and the spiritual level. The second step was the simultaneous construction of corporate culture in Da Tonghu Power Company and the Grid State. During every step, the construction of corporate culture in Da Tonghu Power Company should be led by the State Grid, which was demanded to provide some support policies considering the historical particularity of the county level power escrow company. Then, Da Tonghu Power Company would reorientate in accordance with the requirement of nurturing and establishing an unified corporate culture.
