Enterprise mainly face international talents loss, manning employee performance, low failure rate high, manning higher problems after returning turnover rate. Manning failure, no matter for enterprise or individual, brought about by the direct or indirect losses are huge.This paper is aimed at or above the contracted project abroad, human resources management issues in particular as the research background, the host country of the organization in particular as the research object, by describing the current situation of human resource projects overseas, and through analyzing the cause of the problem, and explore overseas project human resources management theory model to solve the HR management problem overseas projects.Because our country develop overseas projects in the host country of nationality, culture, custom and economic aspects to have the certain common, the author hopefully through this thesis writing for our overseas engineering contracting project in the human resources management in enterprises provide some useful reference.
