EPC has gradually developed into the major form of bidding and implementingform for engineering projects in China. Human resource management plays a vitalrole for the successful the EPC projects. But due to the late development and lack ofthorough documents, study in the area of human resource management in the EPCprojects in China remains inadequate, falling short the demands of social progress interms of both methodology and effectiveness. As a result many EPC projects have tobeen carried out on empirical basis. So a scientific, practical and far-sighted humanresource management theory framework in EPC projects is of great importance forChina’s social and economic development.Based on the existing study on human resource management and engineeringprojects theories at home and abroad, in the background of analyzing the merit anddemerit of international contract project model, and the development process of EPCgeneral contract model, the paper gather up the particularity of EPC general contractmodel and special demands of human resource.Then, combining the ground situations of project development in China, thispaper generalized the five main features of human resource in EPC projects, whichare mobility, safety security, commodity, humanity, and coordination. The paper alsodigs into the origin, definition and implications of these features, and raises thecorrespondent management method to each of the relevant features.The paper will study into the case of Luoyang Polycrystalline Silicon Project thatthe author has participated in person, which includes the specifics on human resourcemanagement such as planning, team organization, team development and teammanagement. By elaboration, quantitative and qualitative research on the five featuresof EPC human resource management, the paper proposed some innovative ideas andmethods in the human resource management, such as enough subsidy, all-aroundperformance evaluation,tight regulations on workplace safety management, scientifichuman resource allocation, hiring external human resource, good organization culture, information sharing, wide appliance of XiaoHao table.Finally, based on the experience and achievements of the Luoyang PolycrystallineSilicon case and by applying science induction, the paper gives constructivesuggestions on another similar project to be conducted in Baotou city of InnerMongolia.Market share and customer recognition for EPC projects are rising sharply inChina. So this paper carries great practical meanings for EPC human resourcemanagement in simplifying the process of team buildup, as well as improvingefficiency and effectiveness, hence better realizing the expected goal of the EPCprojects.
