The Director of Administrative Office for Industry and Commerce (hereinafter referred to as DAOIC) is the first primary responsibility personnel for local administration for industry and commerce. The level of their personal competence will directly affect the quality of the market economic order in the region. Currently, research about the quality standards of the capacity for DAOIC is rare; especially lack of specialized quantitative research. Therefore, there is an important practical significance research about the system of DAOIC theoretically and practically, and establish the competency standards, with the purpose to upgrade the level of industrial policy implementation.The thesis applied literature research, questionnaires and other methods, studies the ability and quality characteristics of DAOIC of the HB provincial system established the competence model for DAOIC. Firstly, according to a large number of domestic and international literature review and through semi-structured interviews and expert group discussion method, it summarized sixteen competence characteristics of DAOIC. Then, the DAOIC of the county level cadres in HB Province is selected as the target group for the questionnaire survey, to identify the importance of the refining ability and quality characteristics for the empirical test, and by applying the "quality of the onion model " theory, the three-level model of the DAOIC's ability and quality is built. The model includes the knowledge and skills level that consist of ten characteristics of self-study ability, such as ability to understand and grasp the policy, political theory; the social roles and self-image layer that including three characteristics such as the awareness and understanding of administrative law; and personality motivation level that including a strong sense of professionalism and accountability. Finally, suggestions and recommendations are proposed based on the competence model.This study explores and proposed the quality standards of the ability necessary for the DAOIC, provide a business decision-making guidelines for personnel management at the front level, and it also has a strong practical significance for the capacity-building of the DAOIC.
