In the post-epidemic era,the world economic pattern has changed,the global governance system has been reshaped,and the business model of enterprises has been updated and iterated,with profound changes.However,the essence of enterprise competition is talent competition,which is becoming increasingly prominent in today’s era.The strategic goal of an enterprise needs to be achieved by allocating high-quality human resources suitable for the development of enterprises.The effective allocation of human resources can realize the strategic goal of enterprises and win the competitive advantage for enterprises.Since 2017,in order to attract talent,cities have launched a list of talent introduction policies,such as zero threshold settlement,annual salary guarantee,and housing security,and the "fight for people war" has broken out across the country.Cities with competitive advantages in the "war for people" provide talent guarantee for local enterprises,and the high-quality local enterprises enhance the development power for urban development.Whether in big cities,fortune 500 enterprises or small and micro enterprises,they all agree with the role of human resources in the competition,so they are trying to seize high-quality human resources.Z company is a general contracting enterprise in J Province,and its industry background is a construction enterprise.In this study,company Z combined the relevant theories of competence and recruitment management,and adopted four methods of literature research,questionnaire survey,behavioral event interview and hierarchical analysis to deeply analyze the problems in the recruitment management of Company Z,such as insufficient preparation before recruitment and lack of competence assessment of applicants.To address the problems in the recruitment management of Z,this study applies the competency model,which is constructed using behavioral events,questionnaire survey,expert discussion and hierarchical analysis,and applied to recruitment management.A human resource recruitment management plan including recruitment preparation,talent selection,recruitment decision and recruitment decision,and recruitment effect evaluation has been established,which is of practical significance for Z Company to continuously optimize recruitment management and obtain high-quality human resources,and provides methods for construction enterprises to optimize the allocation of human resources.
