In the 21th century, as the innovation of information and communication technologies, convergence has become a kind of global trend, which was the biggest evidence to prove the innovation of information industry's development. In the same time, International Telecom Union put forward to establish a unified platform (GII) Global Information Infrastructure.The"11th Five-year Plan"of our country has pointed out that, we must work hard to strengthen the construction of information infrastructure, because it is necessary to promoting our country's It is undoubtedly that the policy problem is the key point of three nets'blend, and the policy barracks between Telecom industry and broadcasting and TV industry has hindered our country's"Three Network Merge", so how to break this wide gap, to resolve system problem is a current and of the most important problem.Thus, this text sets out from the above-mentioned background, is devoted to analyses the root cause of the three net's blend, and try my best to put forward some feasible propose.This text is totally divided into 5 chapters, chapter 1 is the part of introduction, it state the basic concept of three nets blend, the study of background and important meaning to our country. And then, it introduce the domestic and international research findings, give research methods and analysis frame; chapter 2 is to analyze the content of"Three Network Merge"and it's significant meaning to our country's construction of information infrastructure; Chapter 3 analyzed the policy environment of our country's present condition, problem of the three nets fusion; Chapter4 is to drawing lessons from the United States, the UK and so on, pass through those flourishing national empirical foundation's experience about three nets fusion, hope to put forward some suggestions to solve our country's policy problem. Chapter 5 is analyzed our country's policy environment and propose some practicable advices. The last part of summary carry on the final conclusion of our research and put forward the brightest future of our country's"Three Network Merge".
