Under the background of today's knowledge economy, performance management has become the major method and means of the human resources management in the enterprises, and has been widely used in the natio nwide, but the result is unsatisfactory. It is nee d to be solved ur gently that how to estab lish the scientif ic performance m anagement m ethods under th e scientific perform ance m anagement system, so as to m obilize the enth usiasm of all staf f and give f ull play to their creativity, take advantage of hum an resources to the m aximize extent, im prove the overall enterprise core competitiveness, and achieve the strategic goal of enterprises ultimately.This article m ainly uses the literature res earch method and the com bination of theoretical study and practical study m ethod. It also summ ary the relevant performance management theories and the methods, as well as does further study and combs the theoretical knowledge. Those lay a foundation for the following analysis of the spec ific issues to the 54th research institutes' pe rformance m anagement. This article indicates the current performance management problems through analyzing the present situation of the 54t h research institu tes'pe rformance m anagement, and proposes suitable im provement pr ogram for the 54th perform ance m anagement system according to these questions.In this pape r, practical value as f ollows. From the actua l situation of the 54th research in stitutes, co mbined with th e spec ific sc enarios faced b y the 54th performance management, the article im prove the perform ance management system from m acro and m icro aspects. F rom th e macro aspect, taking th e enterp rise's strategic goal into account to make the performance management in compliance with it; from micro aspect, building effective assessment system, making assessment from all aspects, detailing the corresponding index system , weight s and th e evalu ation grade, establishing an effective incentive and restraint m echanism as well as m aking the original focus of evaluation m ore biased in favor of comprehensive performance management. By im proving the perform ance m anagement level and m anagement mechanism reform, promote traditional research institute to modern enterprises.These series of measures p rovide referen ce opi nions for sim ilar enterprises perform ance management.
