Construction companies have to go abroad to participate in international market competition, but now management of the construction market in China still uses extensive management, low quality of employees overall capacity. To get the Chinese construction enterprise core competitive advantage of employing the concept should be changed in the past, improve the people's attention, management and development, especially for project management staff knowledge, skills, grasp of the quality of the project will determine the success or failure, then determines the construction of China's international status. Thus, in this order "talent" competition as the core of today, if not effective, sustained access to, retention of good project management personnel to construction companies will result in significant losses.This paper BH construction project management personnel, engineering study, found that the current corporate performance through the management shortcomings, the introduction of competent force model to address this issue. Currently, BH Construction Company on project management emphasis on performance management process is based on the project to control their own affairs and control link afterwards, focusing on the results of examination. The performance itself as a scientific and strict management cycle process, including control of things in control and after control, therefore, BH Construction Company on project management performance management personnel lack relevant prior control link, and Performance Management The pre-control can ensure that the employees part of the overall knowledge, skills and quality matches the characteristics and requirements, and then to ensure that relevant personnel are expected to generate in the future work of individual high-performance, improve organizational performance. BH Construction Company for the current project manager on performance management in this problem, we introduce the competency model to resolve this issue, competency model has been proven to ensure employees can produce high performance human resource management tool. In this paper, literature review, interview and questionnaire method to get the line BH construction company project managers and build competence element model, given the implementation of competency model approach and process recommendations.The empirical analysis of the results obtained from the applicable BH construction company project management staff competency elements and competency model constructed through the analytic hierarchy process and elements of different latitude given weight. Competency model by giving the method and process to implement the recommendations, can help BH Construction Company effective follow-up.
