The Research On The Priority Evaluation Of Land Consolidation And Rehabilitation Projects Based On Principal Component Analysis

With the development of economy and the increasing of population, our need for landresource is daily on the increase. China has a large population and a small per capitaagricultural land, with the problem of cultivated land resources shortage and theobvious inconsistency between human and land. There is a very important problem inrelation to human's existence and development, and the issue is how to accomplishcoordinated development between reasonable exploitation, use of land resource andthe population growth..To carry out a Land Consolidation and Rehabilitation project is of far reachingimportance. The significances lie in adjusting and reorganizing the structure andlayout of land use,raising effective farmland area, raising the land-use capability andthe yield rate,promoting scale operation of the cultivated land and industrial assembleprogress and concentrating population, improving the ecological environment.Evaluation research on the Land Consolidation and Rehabilitation is ofimportance to scientifically directing and reasonably arranging such a program andcan provide the theory base and reference for carrying out it preferably. Takingcombined revenues as the standard of the success of a comprehensive renovationprogram is useful for the judgment that the project alternatives could promote the landconsolidation healthily or not. It'll provide a scientific basis for standardizing landconsolidation activities and provide technical assistances.The research combined the theoretical analysis with the empirical studies,relying on theoretical exploration and by using empirical research mainly. The thesisattempted to carry through field research with the program, aiming for the bestcombined revenues and based on analyzing the factors that would influence thebenefit of comprehensive improvement, by drawing lessons from land arrangementtheories and correlation research results. And then it confirmed the technology line ofthe priority evaluation of Land Consolidation and Rehabilitation through analyzingland comprehensive improvement's intension, theoretical basis and principle.This thesis took the program of Geermu, Haixi national municipality of Mongoland Tibetan,Qinghai Province for example, via on-site inspection and expertquestionnaires take preliminary shape, picked up19indexes which may concerned toform the Land Consolidation and Rehabilitation priority evaluation system,thenselected3princple components,and finished the calculation comprehensive benefit score and ranking.The results displayed that, projects priority evaluation ranking from high to lowrespectively is North suburb reclamation project, Xinle of Town Guolemudeproject,Country Dagele project, Hexi and Hedong Farm project.Throughcomparative study and the result of investigations, this article draws the conclusionthat the principal component analysis method can be applied to Land Consolidationand Rehabilitation project priority evaluation and ranking; the present study providesa mathematical model can help the decision department in investment specificremediation project to calculate the future project benefits, to land management hasthe positive sense of reality; conclusions of this study can provide specific futureLand Consolidation and Rehabilitation project decision-making provide reference.
