Currently, the tobacco industry faced a series of new situation and new tasks and new challenges. In this case, the tobacco companies want to promote the "cigarette level", build overall competitiveness, we must continuously improve its overall effectiveness and performance. It is Proved performance management as one of the core functions of human resources, is the enterprise to improve organizational performance, enabling organizations continued success of strategic significance management ideas and management methods. In this paper, on the theory of performance management and balanced scorecard summary, based on the Balanced Scorecard as a tool,We will design and optimization the system of XX tobacco industry sector key performance indicators.First, strategic management, performance management, balanced scorecard, and the relationship between them review the theory that the balanced scorecard as a performance management tool that combines strategic management and business, the establishment reflects the company's strategic positioning and objectives key performance indicator system; the use of strategic performance management, strategic management thinking to the effective integration and performance management to enhance the management efficiency and execution.Secondly XX's strategic management, organization and operation mechanism and performance management of the status quo, a series of problems found.
