However, the current study and applications status of knowledge management shows that most of the applications are concentrated in the for-profit business organizations, the applications of knowledge management in non-profit organizations and organizations for other purposes needed to be improved. The innovation of this paper is to seek the feasibility that apply knowledge management theory and technology to the emergency management organization and then establish the appropriate application model. Through the corresponding function of the established model, implement the function of early warning, news briefing, decision support, process control, resource allocation and aftermath treatment in the full process control of emergency management, and then achieve the target of timely response, efficient processing and low consumption in the modern emergency management.
