People gradually realized the importance of training for enterprise development by fierce market competition,the rapid development of technological change and the requirementsof improve the efficiency.Training needs analysis is the most important aspects of training system and the scientific training needs analysis is a necessary condition for Successful training. Most of the traditional training needs analysis base on "person-job-organization" framework,which determined the basic dimensions of the training needs assessment. On this base training needs have been played performance consulting model, forward-looking model, group training model and so on. But these models have shortcomings obviously, There are at least two things: There are lack of close links between the Training needs assessment and organizational strategy in training needs analysis, research and practice; Organizational analysis, task analysis, analyzed the lack of a unified conceptual framework to be integrated.The rise and development of competency theory provides a theoretical basis to solve the above problem. In particular, the organization competency makes the research rise from individual to organizational level. The organization competency address organizational analysis and organizational strategy provides a theoretical basis for linking the issue, but also provide a unified analysis framework of the organizational context and conceptualThis paper contains six parts.The first part introduces the back ground, method and structure. The second part intruoduces the related concepts and theories briefly.The third part discusses the theoretical framework of training needs analysis from the perspective of competency and introduce competency theory into "person-job-organization" framework.The fourth part constructe training needs analysis model base on competency theory.The fifth part constructe training needs analysis model for the case of M companies. The sixth part summarize the results of the work on the full-text, innovative and deficiencies.From the competency theory, this paper fusion three levels into a unified concept framework and build training needs analysis model for enterprise combined with strategic analysis and the organizational strategy, is paper aimed at combine relate theory with practice about training needs analysis, to provide a workable way of thinking and working procedures,and identify the effective needs accurately. So that training can prescribe the right medicine and play a role.
