In order to maintain the normal social, ensure public safety and property safety, Ministry of Transportation have installed preposing permit onto automobile transportation and automobile maintenance industry etc. Up to now the ratio of automobile maintenance technicians qualified has taken as one of the specified conditions of preposing permit for more than 3 years, but the skill training for post qualification has not been carried out properly in the majority of area in our country. The author think it is chiefly due to the contradiction and bottleneck problem in the unsuitable training mode. How to leverage the business operation permit to establish optimized training mode, play the role of post skill training effectively, change the present situation of the poor executive effect and the huge ratio gap between the quantitative index of technicians qualified and the regulation standard in the labor intensive industry of lower end, such as automobile maintenance industry etc. All above is what I have in mind when writing this paper.This paper presented in-depth investigation and analysis on the huge gap between teaching supply and studying demand, poor organization in the skill training management as well as the state that the entire skill level of motor vehicle service technicians is lagging behind automobile manufacturing etc. within the current post skill training mode for the employees in automobile maintenance industry in our country. It is found that the root cause of the problem is there are two issues in term of implementing the system:first, over million individuals that need to get trained within the whole industry came with different education level and skill level during the long period of historical time, which is difficult to digest due to the capability limited from existing training agency; second, the traditional training mode is lack of practicability and flexibility, and restricted the training mode and organization to the scope only among road transportation administrative management agency, identified post qualification training agency and objects of training, which can not bring a very effective teaching. Therefore, the author summarized the work experience, the administrative organization theory specialty refinement theory and behavior oriented education method, brought the motor vehicle maintenance industry association to implement self-disciplinary intermediary management within the industry, and mean while absorbed the social resources from automotive 4S stores, other community training schools, designed multiagency sectional teaching plan and tutorial, investigated setting up automobile maintenance technician post skill training mode by multiagency sectional courses (MSC-PSTM)Implementing motor vehicle maintenance post qualification skill training in MSC-PSTM mode on the basis of automobile maintenance enterprise and industrial association self-management can enhance operation feasibility, adaptability and capability of execution, avoid the problems encountered in previous training teaching and organization management, improve the quality of post skill training, it also builds foundation for carrying out front administrative license and post certificate management system. Through the mode pilot study in 5 test units, the article analyzed and proved that MSC-PSTM mode is more practical and full of the operability, and verified its instructional meaning and effect in actual practice.
