Information non-sharing system in real estate brokerage industry led to a loss of market efficiency, so it is an ineffective agent institutional arrangement. In order to improve the efficiency of China second-hand housing market, it's important to build information sharing system in China real estate brokerage industry.Firstly, this paper indentifies the formation path for the information sharing system based on the economic history of American real estate brokerage industry, and the analysis of their broker institution, the transform of brokerage's operating mechanism, industry management, and Multiple Listing Service System. And then it elaborates the development process of China real estate brokerage industry, and in accordance with the degree of development, divides into five stages:germination, emergence, recovery, formation and development. While it analyze the reasons why the real estate brokerage industry in China stays in the development phase of non-shared information from multiple angles. Then it makes the method of empirical analysis of these factors based on theoretical constitute system in New Institutional Economics, and makes questionnaire design and distribution of statistics. This paper finds the more important factors with the method of simple descriptive statistics, the test of reliability and validity, correlation analysis, factor analysis, and the method for determining weights based on factor analysis. At last, it takes the process that transforms by non-shared information to sharing information as an institutional change, and use of gauge theory of institutional change to find the transform path. The Chinese information sharing system could be achieved through clear agency relationship, effective implementation of industry professional qualification system by the government coercion, and it also needs the unified member system made by Industry association which has the ability to operate independently.
