The development of modern logistics in rural areas is to solve the three issues-the problem of rural,agriculture and peasant, which is the effective way of building a new countryside. For developing the rural market and promoting the development of new rural construction is significant. During the period of the planned economy, the Supply And Marketing Cooperatives, as the main channel of in rural areas, after having experienced the reform of deepening the rural distribution system, began to develop modern circulation mode, to construct the rural modern circulation network system. Many farmers are dissatisfied with the services of the Supply And Marketing Cooperatives because the scale of the Supply And Marketing Cooperatives is still smaller and the sense of service are weaker due to the Supply And Marketing Cooperatives in modern circulation network building is still in the primary stage of development. In the content of services, it only could provide the individual logistics services and the supply chain just stay at the traditional transport and storage in rural areas. It can not form a complete logistics supply chain towards the related packaging, processing and distribution services. It is a new topic for the rural logistics development about how to improve logistics services from farmer's perspective and enhance the competitiveness through marketing innovation. This also is an urgent issues to study.The New Network Marketing Model(SCCINP) is put up which is different of the traditional 4P marketing model based on the study of norms, marketing theory and modern rural logistics theory and the "New Network Project" which Supply And Marketing Cooperatives have carried on. The model studies systematically the marketing strategy about the four aspects of the "New Network Project" from the service, cost, credit, information, network, and promotion. An effective way is found out to enhance the level of service, improve the competitiveness and consolidate a good relationship with the majority of rural consumers.The marketing problems are analyzed by recommending the development of Jinzhong Supply And Marketing Cooperatives and the development of "New Network Project". Furthermore, the marketing environment is also systematically elaborated. Finally, the marketing development strategy is put up for Jinzhong Supply And Marketing Cooperatives according to the suggest of the New Network Marketing Model.
