With the rapid economic growth, it greatly promoted the further development of the telecommunication industry. After The Chinese telecommunication industry completed a new round of restructuring and issued the three 3G operators' licenses, The Chinese telecommunication industry opens a new era that the China Unicom, China Telecom and China Mobile which made "a tripartite confrontation" situation. And with the rapid advance of 3G services, the competition becomes fiercer, while at the same time the telecommunication industry is facing the great change of social economy and government strategies, the policy on industry supervision is mainly focused on self-innovation and the prevention of monopoly. Facing the new competitive environment, the telecom operators faced business innovation, product integration, technology innovation and even the overall business strategy adjustment again. Under the strategy of the "3G leading and integration ", how to establish the customer-oriented, service innovation, how to optimize the service process, providing a good service, how to establish a more reasonable module of the maintaining of telecom network, promoting the brand value has become a urgent need for Gansu Unicom.The article reviews the existing management and maintaining of telecom network from the view of the service. And making a deep analysis and research on the operating and maintaining and management system of Gansu Unicom, finding the main problems that influences the network service of Gansu Unicom at the start of the operating system on network, inner and outer environment and customer's needs. The methods of production, standardization and modularization and the methods of using business process reengineering, restructuring the existing organization on network operation, restructuring and optimizing the customer key process on web services, establishing a customer-centric operation system and the maintenance of network service management, promoting the improvement of network services of Gansu Unicom, establishing the leading telecommunications service brand, enhancing the competitiveness in the communications market.
