| The Performance Evaluation of Chinese enterprises has been greatly improved along with consistent promotion of market economy, however there are still a series of shortcomings in relation to the Performance Evaluation of Chinese petrol enterprises. Aiming to combat fierce compeition and achieving the strategic objective of joining the globalization trend, there is an urgend necessity to develop and carry out a rational, efficient and impartial index system for Performance Evaluation system for petrol enterprises in order to improve overall management capability and competiveness.This paper starts with introducing the background, aim, usefulness, methodology and innovative ideas of the study, then analyses the Performance Evaluation research environmnet at home and abroad, problems existing, application status and limits, following by a literature review of relevant theories, including the concept of EVA and Performace Evaluation on Petrol Enterprises, theoretical motivation and essense, and basic assumption of the EVA based Peformance Evaluation of petrol enterprises. Next, the study will mainly focus on explaining how to establish the EVA based Performance Evaluation for petrol enterprises while applying EVA into petrol enterprices'practice. The key innovative idea is developing the Performance Evaluation system by setting rating standards for each of the five aspects for petrol enterprises (financial indicators, clients, internal management,learning and development, safety and environment). For a more specific and clearer illustration of the framework and structure, the thesis will discuss a case study of application of the system. Conclusion, limitations and suggestions on future development will be given at the end of the article.The key innovation is the idea using the EVA inex and the balance rating card theroy to create a Perfomance Evaluation system including five factors (financial indicator, client, internal management, learning and development, safety and environment) that is suitable for Petrol enterprises. Moreover the system introduces specialized indexes in accordance to characteristics of petrol enterprises, for instance, indicators of testing reserve of oil gas, accident mortality per million working hour, carbon dioxide emmision, etc., in order to provide a general performance evaluation on petrol enterprises in a more meticulous and systematic way. |
