Research On Management Mechanism Of Pulpwood Forest Base In Tiger Forest & Paper Group

Forest-Paper integration is a successful experience of collaborative development of the forestry and paper industry of developed countries, pulpwood forest base is the key source of forest-paper integration. To get stable and cheap sources of papermaking fiber materials, international paper giant attaches great importance to building and developing large-scale pulpwood forest bases. Therefore, the management of a pulpwood forest base has a direct impact on the further development of papermaking enterprises. After the implementation of natural forest protection project in China, the idea of forestry-paper integration received increasing attention. The government introduced a lot of policies to promote the development of forest and paper industry. The pulpwood forest base with the purpose of pulpwood cultivation, developed rapidly to a larger scale. Judging from the current actual situation of the pulpwood forest base, we pay more attention to the quantity increase of pulpwood forest construction in our country, that is the expansion of the scale; but ignoring the improvement of quality, that is, the improvement of management level of the base. China's so-called pulpwood except those which had been reached on the yield and the technology standards of industrial forest, there is a large part of pulpwood standards is of poor quality, and with poor management and economic efficiency. Proceeding from the reality, we discuss the management of pulpwood forest base, there is still much room for optimization of the current management system. The systematical design of management of pulpwood forest base mechanism has a very important practical significance for improving the management of pulpwood forest base and facilitating the process of forest-paper integration in China.Tiger forest & paper group is the pioneer and model to implement forest-paper integration strategy in China, this research took the pulpwood forest base in Tiger forest & paper group as the research object, to find out the main contradictions and restricting factors that limit the development of the base currently through system diagnostics on the management of raw material forest base, and to fundamentally reveal all kinds of contradictions and problems that Tiger forest & paper group is faced with in the management of pulpwood forest base; then analyzing the management factors in the pulpwood forest base and systematically designing new management mechanism for pulpwood forest base based on the shortcomings that exist in the current management mechanism; and putting forward strategies and measures of scientific concept of development for pulpwood forest base at last.
