With China's accession to the WTO, small and medium-sized enterprises are facing more opportunities and challenges, whether in the increasingly fierce competition environment, the key lies in the survival and development of enterprise core competence, and whether a core competency of human resources in enterprises. Human resource management as a scientific concepts introduced in China is the mid 1990s thing. Although some small and medium-sized enterprises have realized that human resources management enterprise to establish competitive advantage and realize the importance of sustainable development, but real can use modern management theory system, scientific and normative human resources management practices, and achieved remarkable results of small and medium-sized enterprise is not much. Therefore, small and medium-sized enterprise must from their own conditions, adopting advanced human source management mode. And human resources management is the virtualization in order to adapt to current enterprise development requirements and of generation.In this paper, on the basis of domestic and foreign documents, tidy up the related theory, and scholars put forward for reference of human resources management of related model, virtualization to solve problems of human resource management of small and medium-sized enterprises oriented, constructed of this study point-affect the medium-sized and small enterprises to implement human resources management of relevant index factor virtualization of small and medium-sized enterprises, in order to construct the judge can implement human resources management application model of virtualization. In the study of small and medium-sized enterprises will influence of the implementation of the related factors virtualization set to one class index, again according to each one class index into corresponding segment two-level index, consult IPA (importance and expressive) analysis, eventually got order and compare influence enterprise implementing hr virtualization management of the key index factor.
