July 22,2009,national energy bureau of the People's Republic of China issued by the law of the People's Republic of electric power industry standards ",with China's power system reform to the new situation and the development of thermal power construction and engineering construction and the successful experience of actual situation,standard coal-fired power construction project unit,start-up,commissioning acceptance , the handover to mark the completion acceptance inspection and,in order to improve thermal power engineering construction quality as the purpose,give full play to the coal-fired power construction investment benefit.National Power Company of macroeconomic policy, the project site of the electricity market, project preparatory work determines the power of their own system, the development of enterprises with the power power-related characteristics of the project, project management, integration and approval of China's energy system, the power industry funds, technology to power enterprise project management policies to adapt to the power projects involving a wide range of long cycle characteristics.Infrastructure Units Commissioning Projects in JLDL is a huge project to debug complex systems engineering, project management related to cost, schedule, safety, quality and other aspects of work and number of related agencies and departments involved. JLDL has been the traditional project management, project management skill. Thermal power generating units firepower project commissioning is an important part, mainly for boiler, turbine, generator and auxiliary systems to conduct a comprehensive examination of all aspects of work, is a pre-unit design, manufacture, installation and commissioning of a comprehensive audit is to ensure smooth and safe and stable operation of the unit can be a necessary step. In JLDL project in order to improve the thermal power project management level, in the process of debugging the unit introduction of project management methods, to ensure crew safety, quality and stable operation of the foundation.Project management is a science plan management discipline,this paper,based on the project management,combined with JLDL regulations,for coal-fired power construction project management put forward some new ideas. Power the rapid development of the industry,electric power construction project flourish,in the high-standard requirements of the environment,the construction unit of the project management program debugging exploratory research.This total is divided into five chapters,the first chapter introduces the research unit of thermal power infrastructure background and the status quo at home and abroad. Chapter II of the paper describes the theory and application. Chapter III is a large domestic thermal power project management to analyze the situation,identify the domestic thermal power project management features,and its management analysis. Chapter IV thermal power infrastructure in the affected unit to start debugging on the basis of factor analysis,the thermal power generating units to start debugging the project management infrastructure design. In planning and design of the division of work,start-up,commissioning and start of a complete set of commissioning management design stressing the organization,manpower,resources allocation of coordination.
