Human resource costs is an important indicator of business costs, being the keyelements in achieving the maximize profits, it can reduce the labor consumption, improveinput-output,. It is directly related to the cost of product, the efficiency of enterprises, andenterprise market share. Not only that, it reflects all the cost of human resources, which alsoreflects the interests of employees, the amount of Human resource costs impact theenthusiasm of the employees. Therefore, research on reasonable cost of investment in humanresources is a very important part in enterprise cost management. The purpose of this studyis to seek an effective way on controlling of the cost of human resources, on premise ofmaximize the benefits of enterprise, to protect the legitimate interests of employees, to findthe balanced regional in inputs-outputs model of human resource costs, , so that the cost ofhuman resources investment can link to economic efficiency indicators, then achieve thedynamic mechanism of the cost of human resources investment, corporate profits and thevalue, to enhance the vitality and market adaptability.This paper was agaist the background of CS LTD., first, the status of human resourcecosts of this company were analysed, problems in company's human resource in cost controlwere summarized from synchronization, and flexibility, then we clarify the idea of costcontrol and procedures in human resources, that is the way to flexible control onincreasing trend, rate control on the trends in level, using the model of the core ideas, solvingproblems in cost control in company's human resource, human resources program design,,cost control structure system design, human resources, the total cost of control system design,the business sector human resource cost control system design, and finally, giving theevaluation methods in corresponding control measures and monitoring.In the process of research on this paper, a combination of qualitative analysis andquantitative analysis, theoretical analysis and empirical analysis, literature reading andstudies research were used, it is a study on combination of human resources and businessrealities which designed a specific programs in cost control model in human resources in CSLTD.
