The urbanization in China is spectacular in both scope and speed. Due to the big area and population in China and unbalanced development nationwide, urbanization would be carried out following a"multicenter"mode during the 12th Five Year Period incorporating the rule of scientific development as well as balanced growth in different areas. Thus China is expected to step in to an urban era with many"centers". At meantime, the western consuming market keeps withering after the financial crisis while the emerging market in Asia is booming. As the 2nd biggest economy based upon its GDP, China has launched a series of policies to raise the income and expand the domestic demand. In addition, with the middle class growing fast in many cities, the mode of consumption is updated to brand consumption, which contributes to the new features of urban consumption. With this background, there are central cities emerging to lead the consumption mode and it is a very practical topic to dig out what features embraced by these cities that enable them to lead the urban consumption.Incorporating consumption theories and urban economic theories, this article is to design an estimation index system in two phases of consumption from a micro perspective by looking into the business development and new products launching process done by different companies, especially multinational companies. The experiment has employed different methods of data collection and carried out efficient organization and processing for the data collected. Also through the utilization of some test methods in managerial science, such as Entropy Method, T-test and Mann-Whitney U Test, the consumption leading composite index has been calculated; and based upon the result, the best cities in leading consumption have been selected out, for which consumption features that enable these cities to lead in different sectors have been identified.
