Research On Core Stakeholders Of Public Project Based On Game Theory

Public construction project is crucial for the development of a country, nowadays its construction in China is in the flourishing period,but its management level is not high and with lower benefit. The paper finds one of key problems is caused by stakeholders cares more about current interests for the project is one-off, the paper demonstrates the construction process of public project is a long-term game for more projects and more enterprises, and introduces corresponding theory to discuss how to solve this problem under the perspective of government, then to provide corresponding ideas for the long-term development of stakeholders.The paper summarizes the problems and insufficiency of research on the base of searching the research status of public project from domestic and abroad firstly, using stakeholder theory to define and classify core stakeholders, and integrates it with ecology to gaze at the interest relationship between them on a new perspective. And combines way of organization of stakeholders of public project with more projects and more enterprises to establish a stakeholder organization system which is similar to ecosystem and regards core stakeholders as a center, puts forward stakeholders should not only pay attention to gain the current interest from the project in project construction process, but should pay more attention on the long-term interest of itself to control the project with win-win cooperation thoughts; Using evolutionary game theory to establish evolutionary game model between the owner and contractor, project management company's, discusses analytical factors how to affect the evolution stable strategy of the participants component system under initial decisions. Combines game theory to establish the tripartite game model of core stakeholders to put forward the owner shall establish corresponding mechanism to ensure project overall interests and the long-term development stakeholders. Finally use the project of longwan CBD in huludao as an example to demonstrate the constraint mechanism can not only ensure the short-term interests of project but also can promote the long-term stable development of stakeholder enterprise.
