Study On The Market Operation Mechanism Of Farmland Circulation Of Henan Province With Xiayi Shangqiu City As An Example

Since 1990s, especially in recent years, farmers were bounded by land, farming cost is soaring, but food price is not rising, this causes rural farmers lose money with farming, to a certain extent, many land were abandoned in most of rural areas. Although a series of measures have been established by the country, such as establishing crop′minimum protection price and subsidies to grain producers, abolishing the agricultural tax and putting some money to improve all kinds of rural infrastructures and so on, which have not fundamentally solve the issues on Agriculture, Countryside and Farmers, coupled with the general shortage of food in the international environment, all these have caused a certain threat to Chinese agriculture. China is going to be a well-being country, so the appropriate land circulation and large-scale management are not only benefit to increase farmers'income, protect farmers′interests, but also improving the efficiency of land resources. Further study into the market operation mechanism of farmland circulation, explore the inner dynamism, solve the problem of the process, and bring forward the measures about it are very important to optimization of the mechanism.In this paper, firstly, the background and significance of the research, the research situation at home and abroad, research ideas and methods are simply explained; the correlated definitions of the farmland circulation and the systemic research of the theoretic foundation are summed up; the history of the rural household contractual management and the transfer of rural land are systematically reviewed and summarize the present situation of land circulation. Then it analyzes the inevitability and the driving force of land conversion, explains the market operation of land circulation from some aspects, such as supply and demand, price, competition and macroeconomic policies. some research on the conducted of farmers in the circulation of land contractual management rights are made according to the questionnaire research in Xiayi Shangqiu city of Henan Province, the factors which influence the farmers to transfer the land contractual management rights are going to be found, the problems and the reasons for these problems in the circulation of land contractual management rights based on the current economic policy environment will be revealed, for example, the farmland circulation operation sequence is not standard and land circulation price is low and so on, some ideas of how to improve the market operation mechanism of farmland contractual management transfer will also be given, such as establishing subject cultivation mechanism of farmland circulation market and a scientific evaluation index system of land circulation prices and introducing competition mechanism and perfecting national macroeconomic policy regulation mechanism. Finally, according to research, the author puts forward some conclusions, such as farmland circulation supply-demand mechanism, etc.
