It is very important to construct the mechanism of regional coordinated development during the twelfth five-year plan period. As the key part of the mechanism, the major function oriented zoning needs the policy system to achieve the goal. Interregional transferable development right should be the key of the land policy of the major function oriented zoning. Facing up to the practice demand and institutional constraint, it is so eager to link up the policy system of major function oriented zoning and the current institution. The transferable development right can coordinate the regional development and human-land relationship if we make some improvement on the institution.Large population and low land resource per capital are the basic conditions in China. In order to achieve sustainable development, we must optimize the land use structure and increase the land use efficiency. Major function oriented zoning attempts to use the different land policy to increase the land use efficiency and bring about the human-environment and regional coordination. There are many problems in the cultivated land requisition-compensation balance institution which is opposite to the goal and policy need of major function oriented zoning, but the major function oriented zoning lacks of theoretical basis. Under the multiple objectives agricultural protection, it is very important to build a new agricultural land protection system which can fulfill the comprehensive goal to protect the ecosystems, food production capacity and economic development. The transferable development right system can promote its formation and operation. Under the new target for the number of current land use balance in the proposed division of land use and ecological division of the economy and that the establishment of land development rights transfer mechanism is the key to protect the land use division. Transferable development rights on the existing practice of the land system in order, transfer of development rights to explore land use such a system, coordination between land use, protection of ecological land, agricultural land, open space, efficient use of construction land and the realization of economic, social, environmental three-dimensional targets.This paper adopts the regional economics, land economics, environmental and natural resource economics, and other subjects'research methods, investigates the operation mechanism of transferable development right. There are three parts in this paper besides the introduction and conclusion.The first part is literature review. We over view the empirical literature about land policy of major function oriented zoning, transferable development right and other related research.The second part is the practice of transferable development right in China. According to the laws and rules, we analyze the institutional barriers to which the transferable development right faced up. Then we examine the miniature of transferable development right and its operation model; summarize the general rule of this institutional construction.The third part is the mechanism exploration of transferable development right. Analysis of existing balance of arable land system and land use planning system of total control of land for the construction of the pros and cons, proposed the establishment of land development rights transfer system in China's basic ideas, the low-yielding farmland development rights transfer as an important goal, and explore a number of realization.
