In recent years, with the rapid development of mobile telecommunication service and scale of network, the complexity of the network, difficulty of the network operation and maintenance and the cost is rising rapidly, have restrict the further development of mobile communication. The soft switch technology separate call control and service bearing function of traditional one, conform to the IP technology trends, introducing the IP network, and make full use of high transmission efficiency of IP technology, lowly costness of construction and maintenance, the advantages of quick flexible networking, so as to realize the flattening of network, transmit voice and signal with IP network, thus effectively reduce construction and maintenance costs of network.From 2006 , Mianyang branch of China mobile communication Co. gradually introduce the soft switch technology, basically achieved signaling IP. However, voice with TDM bearing is difficult to fully exert the IP technology advantage. Therefore, the early soft switch equipment need upgrading to the new VOIP.The project of Soft switch VOIP reform in mianyang, professional and strong project construction process, high technical requirements and operation risk, and complex inevitably occur project schedule, risk, quality management, etc. Using the project risk and the project schedule management theory, tools and methods, focus on mobile soft switch VOIP reconstruction project characteristic analysis, proposed the feasible project schedule management, risk management solutions.In the project schedule control, this paper using the method of key course to determine the key work in a limited amount of time, and with the reasonable and economic pre-decided project schedule for the whole construction process, to supervise and check, guidance and correct.In this paper, the project risk control, using analytic hierarchy process from risk identification, risk assessment, risk analysis, risk control in four aspects, establish scientific model of risk control key points, and applied to the project risk control activities, and the smooth implementation of projects, providing scientific basis.
