Agriculture is the foundation of the national economy industry, the country's economic lifeline relationship and the stability of society were decided, developing modern agriculture is the main direction of the current our country agricultural economy. And the development of agriculture cannot leave agricultural land, moderate scale management has been demanded by modern agricultural land, and change the business situation in the past China agricultural land, finely because land circulation as the effective way to realiy moderate scale operation has been used widely. The contracted management of rural land circulation in China for the development of the rural economy has played a great role in promoting, but in practice, there are still some problems and restricting factors hinder the contracted management of land of the orderly flow. These problems have been analyzed and corresponding measures have been take to solve, will have the important meaning to promote the land circulation.This paper studied the related concepts and theoretical basis of contracted management of land, using data access, field investigation, statistics analysis and qualitative and quantitative research methods, selecting of yiyang city as the study area in hunan province, the rural land circulation's present situation and the existing problems have been analysis of yiyang city, and many problems in the process of our country current rural land circulation have been pointed out,for exmple, lack of perfect land circulation market mechanism, farmers' rights and interests are not be fully security,guarantee of the circulation is not high, lack of enthusiasm corresponding land circulation supervision mechanism, etc. To solve these problems, from two aspects, one is to create a good land circulation environment, the specific performance is establishment of rural social security system, speeding up the household registration system reform, promoting transfer of surplus labor, etc; 2 it is to establish and perfect the land circulation market, the specific performance is clear land property rights, to safeguard the rights and interests of the main land circulation, establish the land circulation service system and improve the land circulation market, and set up a corresponding supervision and restraint mechanism, ensure the land circulation market order, and stimulate the stable operation of the land circulation enthusiasm, set up the corresponding incentive guide, to provides power source for promote land circulation mechanism, in addition to innovation land circulation pattern, adjust measures to local conditions.
