Since ISO9001:1994 issued by international standards organization, the market of electrical manufacture has been transforming from vender to buyer. Morever, the profit has been transforming from capability and cost of raw material to design. 'focus on customer ' is began to emphasized as basice quality management principle by ISO9001:2000 and ISO9001:2008. People alway expected faster in speed, lower in price and better in quality, however, they are conflicting. The tranditional cost-benefit analyse or method of quality cost optimization consider that money must be paid for satisfying quality, in the meantime, the cost of malfuction could been reduced by increasing the prevented cost in order to knock down the whole cost. Unfortunately, the condition 'design is perfected' was supposed by above. The most malfunctions caused by raw material, operation, process... Actually,design is the fatal failure in new production stage.The failure was try to screened by R&D engineer by modification. But it was always broken out in mass production with magnitude loss.This artical began from the actual problem company O meeted. detected by pareto that component failure is the root cause of product failure. conclusion conclude by cause-effect graph that the root case is component quality in design status rather than product process. As the result, the quality of component was redesign by Quality Function Deploy, Design Of Experiment, Quality Loss Function, modularization, derating, raw material definition, process audit. Finally, we perform the estimate for the improvement project in quality and cost. Conclude that component quality design in development stage be beneficial to better quality and lower cost.
