Study On The Problems Of Panxian Potato Industry Development In Guizhou Province

Panxian County, Liupanshui city, Guizhou province, is one of regions adapting to grow the potato, has a long history of potato cultivation. Potato industry play a decisive role in the economic and social development of Panxian. Therefore, the Panxian government plans to make it the agricultural pillar industry in the process of agricultural industry structural adjustment.However,it is too hard to realize this goal for some problems that seriously restrict the healthy development of the Panxian potato industry. In this paper we use qualitative analysis, inductive analysis, comparative analysis, empirical analysis, questionnaire and other methods to resolve these problems.The technical route was formulated to analyse and resolve the problems of the Panxian potato industry. Firstly, after the investigation of the present situation and existing problems in the process of Panxian potato industry development,and analyse the favorable factors and adverse ones related to potato industry development. In order to promote the development of the Panxian potato industry by strengthening the construction of the advantage factors and overcomeing or improving the disadvantage factors.This conclusion was confirmed by analyzing the case that the potato industry was developed successfully in Poshang Village, Sige Township, Panxian County. Finally, based on the development of agricultural industry experience at home and abroad, the strageties for the Panxian potato industry development were proposed.The results of this study show that:Several factors is advantageous to develop the potato industry in Panxian County,i.e. policy support, natural conditions suit for the production, and mature conditions of industry helping agriculture". Several disadvantageous factors limited the development of Panxian potato industry, i.e. potato varieties special for Panxian County is lack due to backward breeding system of seed potato, systematized production level is low, process and market is developing. The strategies for these problems limiting the development of the Panxian potato industry were proposed. The development of potato industry relies on development of production factor, to delevop the potato industry, it is the most important to strengthen the primary-level organization construction and professional cooperation organization construction. Other strategies are to strengthen policy guidance, establish the seed potato breeding system, and vigorously extend the fine potato varieties, adjust production structure, improve industrial benifit, carry out scientific and technological innovation to improve the level of production, train farmer, improve the human resource capacity, surport the leading enterprises, advance industrialized management.attach importance to the brand building, strengthen product marketing; widen investment channel, increase industrial investment; perfect service system of potato industry.
