Power Supply Bureau of Kunming (PSBK) is a SOE which face to reorientation and deepen reform in the terms of development of human capital. In recent years, after realizing the tough situation of further development, it takes a series of measures on the respect of how to develop the human resource, to formulate a skillful team, to construct the system of job-training, to improve the institution of human resource and system of salary distribution. As a result, the all view improves apparently, especially in the terms of quantity and quality of human resource. However, from the view of how to keep and increase of investment of human capital, there still have a lot of limitations. Thus, in this paper, it mainly focuses on how to solve this problem from different level of human capital. In the process of research, after accumulating the data and analyzing by method of quantitative, the conclusion is the cost keeping, development cost, guarantee cost and achievements from employment, on the job training, medical care are in a considerable low level in how to use human capital effectively. Based this describing and analyzing these problems, in the last part, in terms of aspects from strategy, administration institution, incentive system, enterprise culture, supply related measures of how to improve and reform.In whole paper, there is a vital issue that leading research is how to development of human capital from currently situation. From PSBK case, it shows the specific measures and experiences that other SOEs could learn from. In one word, this paper is just a try in a limited field. Hopefully, it will afford a valuable view and a number of suggestions for SOEs which are reforming.
