Study On Construction And Countermeasures About High-level Scientific And Technological Personnel In Yunnan Province

Talents are the most valuable resource and wealth. It is becoming one of important strategic tasks to the talent team construction of Yunnan Province that doing the personnel work cogently, and training and bringing up of high-level scientific and technological talents, and improving the ability of independent innovation constantly, and providing powerful intellectual support for sound and rapid economic and social development of Yunnan Province.As a national public authority, the government is the maker of social policy. The responsibility of the government is to create a fair environment by formulating the public policy. According to the developmental course of scientific and technological personnel in Yunnan Province, sustainable investment of the government is the most important guarantee to promote the construction of the scientific and technological personnel. The government plays a leading role in promoting the construction of the scientific and technological personnel, fining out the problems in the process of policy implementation and studying their countermeasures is an important approach to accelerate the construction of the high-level scientific and technological talents.As the government departments, Yunnan provincial science and technology department has established a cultivation frame of the Yunnan Provincial high-level scientific and technological talents which is consist of four types(Young and Middle Aged Academic Leaders, Technological Innovative Talents, Provincial Innovative Groups, High-Level scientific and technological talents).The paper is aiming at the high-level science and technology talents bringing up. Combined the author's working practices with related theories of human resource management and public policy, the paper through the methods such as literature research, case study, classification statistic, etc and exact and elaborate data, to systematically research the situation of the bringing up of the high-level scientific and technological talents in Yunnan Province, summarizes the achievements, analyses the problem.
