"No agriculture is unstable,no food is chaotic".Food is essential in people's daily life and is an important means of life related to national livelihood.Therefore,long-term stable food supply is the key to ensure national life and national development.Since the pilot Grain Direct Subsidy Policy in 2002,China's grain output has shown a "Twelve increase",the grain output of all parts of the country has been greatly improved,and the income level of farmers has also been greatly improved.However,China's food production is facing more and more problems at the same time of rapid progress,such as: low efficiency of food production,backward production mode,inadequate supporting policies and so on.At present,the amount of grain direct subsidy policy in China is increasing year by year,but how does the policy affect grain production? What is the impact? How did it affect? In-depth study of these issues will help to further improve the policy of direct grain subsidies,so as to better ensure the safety of China's grain production.The research content of this paper mainly includes the following aspects:First,it is necessary to sort out the grain subsidy policies implemented in China since the reform and opening up in stages,so as to have a more comprehensive understanding of the policy evolution process,which is conducive to the systematic research of policies.At the same time,it is necessary to elaborate the research object,the implementation of grain direct subsidy policies in Anhui Province,so as to provide the theoretical background for the following empirical research.Secondly,it analyzes the theoretical basis of agricultural subsidies from the perspective of multi-function and weak nature of agriculture combined with welfare economics and industrial feedback theory.Third,the empirical part is based on the panel data of 16 cities in Anhui Province from 2013 to2018 to study the impact of food direct subsidy policy on food production.The research results show that food direct subsidy policy has a more obvious role in promoting food production.After the overall analysis,16 cities in Anhui Province are divided into three planting scale groups according to the per capita planting area.The results show that the grain direct subsidy policy has a positive effect on grain production in the three groups of different planting scales,but the effect on the high-scale planting group is the most obvious.
