All aspects of Human Resources Management System are working closely. Performance management is essential for the management of human resources and plays an important role. The purpose of performance management is to constantly improve the performance of enterprises so as to enhance the core competitiveness, and in an increasingly competitive environment performance management has exceeded the scope of Performance Assessment and become a tool for the implementation of strategic management. Concepts and methods of business performance management are increasingly getting attention at home and abroad.Whether enterprise development strategy or purpose can be carried out and implemented, the middle manager is the key. The purpose of this paper is to set up a scientific strategy to adapt to the needs of middle-level managers in Huludao Power Supply Company,improve the performance of middle-level managers and provide a platform for the development of comprehensive quality.This paper, in order to ensure scientific theory, in the second chapter provided an overview of performance management theory,introduced the study of the theory involved, including the MBO,KPI and BSC, and so on. In order to ensure the effective application, in the third chapter introduced the profile of Huludao Power Supply Company, in the fourth chapter, introduced the status of Performance Management of the Middle-level Managers in Huludao Power Supply Company,and analyzed the existing problems. Under the premise of taking full combination of theory and practice, in the fifth chapter,designed the performance management programs of Middle-level Managers in Huludao Power Supply Company,put forward the principles of the design, build a model of performance management,design the various processes of performance management. Finally, in the sixth chapter,put forward a program to ensure the implementation of the measures.
