With the Chinese economic reform and the rapid development of market economy in China,competition among enterprises becomes increasingly fierce.The competition is mostly around technology,human resources and intelligence.But how to exploit the richness in the seal of human resources and how to unlock and utilise its full potential is the key.Under such intense competition any business must excel in the human resource management and development if the business wants to maintain its sustainable competitive advantage.Performance management is at the core of human resource management.No matter which growth phase enterprises are in,performance management plays a great role in enhancing the competitiveness of enterprises.Therefore it is very necessary to conduct performance management in Chinese businesses.Without effective performance management,organizational and individual performance cannot improve sustainably.Without effective performance management,it is difficult for organizations and individuals to adapt to the brutal competition in the market.Eventually these organizations and individuals will be eliminated.A complete performance management system not only promotes individual and organizational performance but also optimizesmanagement processes and business processes to ensure the achievement of organizational strategic objectives.Middle-level managers are cornerstone of enterprises and play an imperative part in business operations.Considering businesses as human beings,senior managers are the brain of corporates.They are responsible for making decisions of corporate strategic direction.Middle-level managers are the backbone.They are responsible for conveying commands from the brain to the limbs which are frontline managers.In other words,middle-level managers are left and right hands of the boss.Hence performance management of middle-level managers is critical as it forms a connecting link between senior managers and frontline managers.In this paper the author applied the performance management theory to establishing and refining the performance management system of the Shangrao City Tourism Group Co.,Ltd.(the SCTGroup)which meets the company's strategic development needs.This performance management system is aimed at providing a platform for middle-level managers to improve their comprehensive qualities and performance.The system also promotes business efficiency and operational performance across the company.In order to ensure the scientific basis of this paper,Chapter 2 outlined the theoretical knowledge of performance management and introduces the research methodology adopted,including Management By Objectives(MBO),Key Performance Indicators(KPI)method,Balanced Scorecard and 360-degree assessment method.Chapter 3 made an introductory overview of the SCTGroup to set a practical context.In Chapter 4 the author described the performance management status of the SCT Group's smiddle-level managers and analysed the existing problems.Given relevant performance management theories and their successful application cases,Chapter 5 designed a specific performance management plan that was tailored for the SCT Group'smiddle-level managers.The author also clarified the underlying principles of the plan in Chapter 5 and envisaged each process of the performance management plan.Finally,Chapter 6 identified contributing factors and necessary measures to ensure effective implementation of the plan.
