The Analysis Of Existing Problems And Its' Strategy Studying Among The Present Construction Contracting Market

With China's accelerating process of reform and opening-up, the development of the construction industry was speeding up. Especially after the implementation of Construction Law of the People's Republic of China and Law of the People's Republic of China on Tenders and Bids, the contracting system of engineering construction was universally implemented all over China. As a result, the reform of management mode on construction market was accelerated, and it also plays a very important role on the quality, process and cost management of the project construction which brings remarkable economic and social benefits. However, in the process of reform on construction market management, there are still illegal behaviours exists, such as affiliation on biding market and so on. These illegal behaviors seriously disturbed the normal construction market, and hinder the healthy development of the construction market management. Based on this, it is of great importance to study the problems that existing in the contracting market of construction.This paper starts from the analysis of the existing problems and their reasons among the present construction contracting market. Secondly, focusing on weakening the function of enterprise qualification gradually and reinforcing the management of professionals'qualification, this paper respectively analyzed the problems existing in the contracting market of construction with three different levels which are government supervision, social management and professionals. Finally, some suggestions were offered for reference to promote the reform and development of the construction management in China.
