Tender Pre-qualification Of Engineering General Contracting Projects

General contract model rose up in the 70's or 80's of last century. It was first applied into Chemical and oil industry. It was gradually extended to all over the world and widely used in the field of industrial projects, such as chemical, oil, power, mining industry etc. In the view of the advantages of general contract model, it is also actively promoted in China and used for more 20 years at home. The characteristic of the general contracting construction model is that the selected general contractor will be responsible for the entire work or the core work of engineering design, procurement, construction and commissioning. In the course of project construction, the owner sent the owner's representative to manage the general contractor's performance. As the contractor responsible for the entire work or the core work, this puts forward higher requirements for the general contractor's performance ability.Pre-qualification as the first step in the bidding, its aim is to choose suitable contractors, which can achieve the owner's goals and has the contract performance capabilities, to undertake the project. On the one hand it reduces the workload of evaluation and improves the efficiency of the tender. On the other hand, it also reduces the risk from the contractor's un-performance. Bid evaluation is the assessment of the project implementation plan. Pre-qualification is the assessment of the bidder's ability of performance.In the actual general contracting project bidding process, pre-qualification is following the procedures and methods under the traditional building model, which design and construction is separate. This also makes confusion between the ability assessment of pre-qualification and the program evaluation in the bidding. This makes the pre-qualification can not play its due role in the general contract model.This paper first introduces the concept of general contract and pre-qualification. Secondly, it reviews on the domestic and foreign scholars'research results about pre-qualification evaluation indicators and evaluation methods. On the basis of scholars'research results combined with the relevant provisions of existing laws and regulations, this paper established a set of pre-qualification evaluation index system. The index system inspects the contractor's performance ability mainly from the following seven aspects:design capability, construction capability, procurement capability, engineering experience and performance, financial capability, reputation and comprehensive management. To make the index system be universal, in practice, AHP will be used for different projects to determine different weight of the indicators. Eventually, all the general contractors will be sorted. Owner can apply the sort to choose the best qualified contractor. Finally, the paper, combined with a specific case of general contracting, further explains the application of pre-qualification evaluation index system's in practice.
