With the transformation of the industrial structure in the Yangtze Delta, more and more enterprises start to realize the importance of talents building and consider human resources management as an important part of their core competitiveness. And qualification management has also gradually been taken as an important area of human resource development and management, and even the core technology.Through analysis of the JZ Company’s management status, current human resources management and other relevant aspects, this paper elaborates the problems existed in the HR management and job qualifications management which the company has to solve urgently. On the basis of this, it systematically expounds the planning and basic management framework of the qualification management, process for establishing and certificating qualification standards which includes combing the company position race and position system, designing staff career development pathway, establishing qualification standards for various jobs, implementing job certification, etc. And taking the A division as an example to illustrate the process of the establishment and certification of qualifications. Meanwhile, it also describes the adjustment and improvement of the qualification. Finally, the paper elaborates implementation plan of qualification, which fuses qualification management and human resources management, promoting the development of human resource planning, recruitment and allocation, training and development, compensation and performance management etc.The qualification management is an essential factor to improve the enthusiasm of the staff and the core competitiveness of enterprises. It has an important practical significance for JZ Company to make research on the qualification management which improves its human resources framework, and lays a solid foundation for human resources management has important practical significance. Moreover, this paper could also be reference to design qualification management system for companies with industry background and staff size.
