With the rapid development of the global economy, technological advances, the competition among manufacturing enterprises is increasingly fierce. Production costs, product quality, delivery standards and after-sales service become the main factors to maintain market competitiveness. For ABC Japanese-funded enterprises which mainly rely on finished product assembly, most of their parts procurement is from Japan, which results in high production costs and unguaranteed delivery. What's more, the reputation of Japanese-funded enterprises is greatly affected. Therefore, it is urgent to attach importance to local parts procurement in China. Besides, the evaluation and selection of local parts supplier is the first step to achieve local parts procurement.According to procurement process, the supplier evaluation index system in ABC Japanese-funded enterprises and ISO9001 quality certification requirements, this paper conducts comprehensive evaluation among suppliers and selects the best one by adopting Analytical Hierarchy Process. According to the actual needs of ABC Japanese-funded enterprises, local supplier candidates are sorted in accordance with their strengths and weaknesses by building a hierarchical model and the fuzzy matrix. In addition, the best local supplier is selected based on sort results. Therefore, for ABC Japanese-funded enterprises, those existing problems in the local supplier evaluation and selection process are solved.In regard to the way to establish and improve ABC Japanese-funded enterprises local supplier evaluation index system, this paper proposes establishing local supplier evaluation team. Based on the evaluation team research, the evaluation indexes which can meet the needs of the development of Japanese-funded enterprises are determined, and the corresponding index system is set up. Eventually, ABC Japanese-funded enterprises establish a local parts supplier evaluation index system which consists of 5 first-class and 17 second-class indexes. The five first-class indexes are product quality, price, supply capacity, after-sales service and enterprise condition, while some of the second-class indexes are quality certification system, price concession, order completion rate, service performance and enterprise management. In accordance with the evaluation index system, the advantages and disadvantages of local parts suppliers are evaluated and the optimal local parts supplier is selected.
