Accompanied by rapid economic growth and urbanization, many regions in our country especially southeastern coastal areas like Shaoxing county hit a serious bottleneck of land resources. Homestead replacement policy is widely implemented because it can effectively alleviate the pressure on land-demand. To carry on Homestead replacement policy is an important way to advance the rural population transfer to town, speed up the pace of urbanization and push on the integration of urban and rural areas. It is also an effective and innovative measure to solve the housing problems.Since Shaoxing county released the homestead replacement policy last August, replacement work has gained a stage achievement, but overall, with the slow progress of replacement, it failed to reach the expected aim. There exist problems like excessive executive power, shortage of capital, blank realty system, and so on. Because of the huge gap between replacement policy and demolition policy, the peasants take a wait-and-see attitude. They would rather wait than to replace their house with apartments in city. Relatively speaking, peasants’ desire of replacement is stronger in towns where realty value is more likely to appreciate. In the early stage of homestead replacement, the probabilty of concentration replacement is small. Scattered lands increase cost of demolition, and are lack of use. Meanwhile, their subsequent management is difficult, which might breed unapproved construction. Residential construction is a big challenge to every town since its long construction period and uncertainty, not to mention monetary deflation and financing difficulties. Six towns (subdistricts), among which are Lanting, Lizhu and Anchang, have fixed residential land and prepared for construction. Constrained by many factors like money and land, other towns (subdistricts) take a much slower step in residential construction, some have not assigned land. Although peasants have the intention of "house exchange", the replacement policy is still not convincing because there are no visual houses for peasants to choose.Measures to improve the homestead replacement system of our country include: carrying out market-oriented operations to promote rational allocation of housing land, developing financing channels to meet the huge demand for capital, improving rural land and housing property registration system, establishing fair benefit balancing mechanism and perfect social security system, strengthening relevant laws and regulations on homestead replacement, etc. In addition, authorities should intensify efforts in the publicity of policies. Shaoxing County newspaper can issue special editions explaining policies; the media can report exchanging information; the County Agricultrual Office publicize policies to all peasant friends in the county especially cadres in towns and villages by setting up an advisory line and publishing brochures. The government should also actively explore investment and financing system of construction, operation and transfer, increase financing channels of homestead replacement, give full play to the new rural construction investment company which is a new financing platform, encourage and absorb private capital to participate in the residential area development. The authorities should increase land security, ensure the construction progress of residential area project, further improve the formulation of policies and establish correspoding policies to problems like peasants’ social security such as the allocation of new residence, guarantee of property management, distribution of land earnings, education and employment, all of which help the peasants get necessary securities after losing land and house and eliminate the worries behind.
