Power generation side competition is becoming gradually fierce, with the deepening of electric power reform. Coal-fired thermal power generation enterprise is confronted with multiple pressure of "coal from market, electricity under planning ", so the operation circumstance is very austere. Guodian Yiyang Power Generation Co., Ltd. (hereafter named "Guodian Yiyang company") is such a large-scale coal-fired thermal power generation enterprise. The company is always in deficit due to the lack of coal resources and low efficiency over the past 10 years. Because of both historical and stock transfer reasons, the company has accumulated a lot of problems in Human Resource Management, and is unable to meet the needs of development and competition. After two mergers, and two stock transfers, the company eventually has entered the China Guodian family. To carry out the strategy "corporate transformation, making up deficits and increasing surpluses" and "top in the province, excellent in the group", the most important task is to do a good job in human resources planning, to ensure human resources co-ordination of supply and demand, to optimize human resources deploy, and to stimulate enthusiasm and creativity of staffs, in which way to make up Guodian Yiyang company's competitive advantage.This paper has analyzed the environment and development strategy of Guodian Yiyang Company firstly, and overviewed current human resources management. Then it discussed the present problems and reasons of Human Resource Management in this company. Combining with the strategy "corporate transformation, making up deficits and increasing surpluses" and "top in the province, excellent in the group", and according to the standard of the labor force quota in thermal power plant of State Power Corporation, the paper has analyzed and forecasted the company's human resources demand and the supply. And then the human resources planning has been proposed, the organizational structure and staffing of the company has been adjusted. The corporate sector will be adjusted from 16 to 12, and competition of all staff for posts will be put into practice, and the overall balance will be carried out. A detailed specific human resources planning has been established, including staffing planning, promotion supplementary planning, training and development planning, salary performance planning, and career planning etc., in order to provide policy support to optimize, motivate and develop human resources policy. The safeguard measures of human resource planning have been taken actively and done some amendments. In all, through effective and scientific human resources planning, Guodian Yiyang company will gain enough experience to carry out the strategy.
