A Research On The Influnece Of Patent Policy Upon Technological Innovation Performance:Moderating Effcet Of The Enterprise' Policy Demand

Patent policy system is an important driving force of building innovation country and improving the enterprises'independent innovation ability, so the influence and evaluation of patent policy implementation is worth further research. As the main body of the innovation activity, the enterprise's demand is often a prerequisite which displays in the process of understanding and utilization.Therefore, this paper takes the enterprise's policy demand as the adjustment variable in the research on the influence of patent policy upon technology innovation. The main purpose of this paper is to research the impact of patent policy implementation on the enterprise technology innovation achievements, combined with patent policy's connotation and the characteristic, and further discusses about both relations influence under the different enterprise policy demand. This paper mainly divides into two parts:The first stage, through research result's review of domestic and foreign scholars in the intellectual property rights policy, the patent policy, technological innovation performance, in reference on the basis of predecessors'achievements, points out that the study of existing patent policy and innovation performance ignored the role of enterprise'policy demand in the relationship between patent policy and innovation performance, and in the light of the deficiencies, the research adopt exploratory case studies, is to understand the content and features of the patent policy, and the impact of enterprise'policy demand on the relationship between patent policy and innovation performance, and put forward the corresponding conceptual model and the research hypotheses, to pave the way for later empirical study.The second stage, based on the literature review and case study, adopted the questionnaire survey method, through multiple statistical analysis such as the factor analysis, correlation analysis, regression analysis to explore the relationship between the independent and dependent variables, to test the conceptual model and the research hypotheses. Finally, the paper summed up the findings and gave some suggestions and advices to the patent policy combining on case study result.The main conclusions of this paper are as follows:(1)The implementation of patent policy has a significantly positive impact on technology innovation performance, including supply policy takes the maximum effect, environmental type policy takes second place, and the role of demand policy is being strengthen.(2)In the process of understanding and d utilization, our country enterprises have kinds of obstacles and problems, there are different types of obstacles and appeals, but overall, we may find that the enterprise to policy appeal mainly concentrated in the economic income, technical access to resources, and perfect service.(3)The enterprise'policy demand has a positive moderating effect between the relationship of patent policy and innovation performance. The economic appeal has a positive moderating effect between the relationship of supply policy and innovation performance, the relationship of demand policy and innovation performance, the relationship of environmental policy and innovation performance. The service appeal has a positive moderating effect between the relationship of supply policy and innovation performance, the relationship of environmental policy and innovation performance but not including the relationship of demand policy and innovation performance. The technology appeal has only a positive moderating effect between the relationship of supply policy and innovation performance, but the positive moderating effect the relationship of demand policy and innovation performance, the relationship of environmental policy and innovation performance is not obvious.
