In the early 1990s,located in Northeast Asia,China,Russia,Japan,Korea and Mongolia under the initiative of the United Nations Development Programme,jointly launched the Tumen River area cooperation development project,with the tide of China's reform and opening up gradually deepened and "the Silk Road Economic Belt and the 21st-Century Maritime Silk Road" strategy put forward,for the Tumen River area to further open cooperation provides a magnificent vision again,countries and regions to participate in the development of cooperation is more intense,areas?patterns?levels of regional cooperation are constantly deepening innovation,Tumen River Area(Hunchun)International Cooperation Demonstration Zone(Hereinafter referred to as Hunchun demonstration area),based in Hunchun City,relying on the Changji,face to the Northeast Asia,service for the northeast,is the bridgehead of Jilin Province' open to the outside world,the indispensable economic growth county is in the future,catalyst for the revitalization of old industrial bases in Northeast China,but also an important platform for international exchanges and cooperation between China and Northeast Asian countries.Hunchun has a long cultural history,superior geographical position and rich resources,demonstraion area is not only close to North Korea,the Russian border,can conduct economic and trade exchanges with all the Northeast Asian countries too,process occupies a pivotal position in the Tumen River overall development cooperation.With the acceleration of the process of economic globalization and the gradual rise of regional economic integration,plus the complex geographical and political reasons in Northeast Asia,the increasingly serious international competition and cooperation situation put forward a higher demand for the Demonstration Area.In the new opportunity and the new challenge,an urgent need to re-examine the development environment system of the demonstration zone to promote international cooperation and docking.In this paper,on the basis of the existing research,around the economic development in recent years of the Hunchun demonstration area trends discussed,mainly divided into six areas:The first chapter is an introduction,clarify the main purpose and significance of this paper,introduces the current situation of academic research,summarize the main research content of the article and the use of research methods.Chapter ? untangles and integrates the economic laws and policies of China's border economic cooperation zones and ethnic areas,the prosperity and prosperity of ethnic areas laid a better foundation for the development of border economic cooperation zones,border economic cooperation zone economic benefits but also make the ethnic areas as the most direct beneficiaries,Complement each other,promote China's border ethnic areas economic development Jointly,to achieve a comprehensive well-off society and ensure stability in border areas,national unity plays an important role.The third chapter mainly introduces the advantages of Hunchun demonstration area,from the national,provincial,state and city,four levels explain the policy support.The demonstration area has initially formed a sound road network of traffic currently?urban infrastructure is also constantly improve the construction,frequent economic and trade exchanges?cooperation with the Northeast Asian countries accelerated the economic development of the demonstration area.Chapter ? analyzes the successful regional economic cooperation examples in different regions of China and internationally,clarify the main development model and institutional system,provide the reference for the transformation and upgrading for Hunchun Demonstration Zone.Chapter V sets out the main problems that the demonstration area facing currently.First of all,countries in Northeast Asia have a poor international cooperation environment,the economic base between the major cooperating countries is uneven,cooperation willing to progress is too weak,effective communication and coordination mechanisms are lacking,it is difficult to find a common development point and form a development effort.Second,influenced by different historical and cultural backgrounds,the rule of law has big conflicts between cooperation countries,and the lack of a unified legal normative mechanism,enterprises are unable to seek quick and effective means of relief when disputes arise,the soft environment of the demonstration area is to be improved.at last,the ethnic regional autonomy characteristics of Hunchun demonstration area have not been fully utilized,the economic management?ecological protection?internal justice and other areas of Yanbian state has been promulgated by separate regulations,but with the continuous development,various of new international cooperation projects are emerging,there is no constraint specifications for new areas,the area of the separate regulations has yet to be expanded,parts of the outdated single-line regulations also need to be added,all these are be the important factors that limit the development of the demonstration area.Regarding the issue above,put forward specific recommendations in the chapter VI.In the situation of poor international cooperation of the regional cooperation,first is to establish a multi-level government regular meeting mechanism,strengthen the frequency of communication,looking for a common entry point,ease the political contradictions with economic cooperation,formation the development efforts;second,take practical actions,deepen the national trust mechanism,establish trust,responsibility and fate community awareness,create a favorable international environmentAt last,signed a regional cooperation framework agreement,make a basic provisions on the main areas of regional cooperation,and gradually under this framework agreement signed a cooperation agreement for specific areas to further deepen regional cooperation.In the absence of a regional cooperation guarantee mechanism,first is to strengthen the legal exchanges and cooperation between countries,through the organization of academic conferences,exchanges of visits and other forms of legal exchanges channels,strengthen the understanding and mastery of the laws and policies of various countries in international cooperation area.Second,through the signing of bilateral,multilateral international treaties,etc.,coordination and promotion the regional rule of law integration,reduce the conflict of laws and regulations in regional cooperation.Finally,establishment a Tumen River area integrated management agency,regional cooperation among States laws?regulations?policies and oversees the integration of countries in the implementation,build a dispute settlement mechanism contains the characteristics of Tumen River area,provide more efficient reliefs for regional international cooperation.Finally,in terms of improving the Yanbian State single-line regulations system,new single-line regulations should be promulgated as soon as possiblefor the new areas,perfect the lagging regulations,integration of the international cooperation related laws and policies,escort the development of Hunchun Demonstration Zones from the inside.
