Relying on the resources of production and development,the resources-based city in China hasits specific historical background. In China's reform and opening to the economic construction, theresources based cities play key role,To speed up the city's financial development level, and improvethe living standard of the Chinese people. But in the resources city the existing problems appeargradually. In order to obtain more benefits, people excess exploitation of resources, keep wastingresources, resource capacity decreased significantly, industrial structure unbalance and so on. Theseattracted the attention of Government and society. So, we should immediately carry out economictransformation of resource-based city. In the process of economic transformation,there will have alot of capital demand, so the financial support the economic transformation of resources city isnecessary. This article is divided into three chapters, namely theory pages, empirical pages andpractical pages.Theoretical part. The articles in chapters I and II, elaborated the resources city,thetransformation of the economic and financial development theory, then analyzes the financialdevelopment and macro economic growth.The empirical part, the research object is the transformation of resources city in ShanxiProvince. We choose four sets of data from1991to2010, respectively is GDP,FIR,G and B. InEviews6.0build vector regression model, we find that there is a stable balance between theresulting financial development and economic growth in Shanxi province.But the intensity andscope of the financial support is not enough.Entering the practice section, firstly we expounded the present situation and problems in theeconomic transformation of financial support in Shanxi province,then combined with economictransformation of resource-based city of success stories, received the revelation. Finally, we putforward the main countermeasures and measures about the financial support in Shanxi Province ofresources city. In financial sector, the government should strengthen overall planning for thefinancial support resources city economic transformation, actively adjust the industrial structure,accelerate the development of the tertiary industry, broaden the scope of financial support foreconomic transition. In the area of financial markets, we should create more opportunities for financing, stable development of financial markets, to guard against financial risks. In the part offinancial environment, we should work hard to build a good financial legal environment, and thesocial credit environment and improve the environment of financial services.
